Yes, you can have multiple access to GEM, but have the option of setting up read / write capability depending on who needs to just see the data, or who will actually be required to change data. It is suggested that you define these rules during setup, and only allow “write” capability to the people who are inputting data to GEM as part of their normal job responsibility. Everyone else can then view the data, but not change it.
