They do not need to be highly literate; as long as they are familiar with Microsoft applications they should be able to use GEM easily.

The people most likely to have more problems with GEM are those that know how this sort of system works and don't bother to read the System Overview or watch the Video Demos. This is because GEM is far more intuitive than most. So experienced users may wonder what's going on when the system does things automatically that experienced users are used to having to do for themselves.
